No anthrax vaccine testing on children ? for now

It will be a while longer before the government decides whether to test the anthrax vaccine in children.

A government advisory board said Friday that ethical issues need to be resolved ? but if that is accomplished the vaccine could be tested in children to be sure it's safe and to learn the proper dose in case it's needed in a terrorist attack.

Because of concerns that terrorists might use the potentially deadly bacteria, the government has stockpiled the vaccine, which has been widely tested on adults but never on children.

The question is whether to do tests now so that doctors would know if children's immune systems respond to the shots well enough to signal protection.

Bioethicist Art Caplan says this is a non-issue because even if the government recommended the vaccine test, parents aren't likely to line up for the opportunity.

"Unless the government is willing to scare the living daylights out of parents, few will bring their kids in to act as subjects in a study," said Caplan, chair of Bioethics at the University of Pennsylvania and contributor to msnbc.com.

And if no testing happens -- and anthrax is used against us, Caplan argues, parents in affected areas likely will take the risk of vaccinating their kids anyway, even if there are some safety issues.

Police fire mace at Denver protesters, 20 arrested (Reuters)

DENVER (Reuters) ? Police in riot gear fired pepper balls and mace into a crowd of economic protesters in Denver on Saturday and arrested 20 after some people entered the grounds of the State Capitol, police said.

Denver Police Spokesman Lt. Matt Murray said about 2,000 demonstrators from "Occupy Wall Street" protests against economic inequality marched peacefully through downtown Denver, as they have done for the past several Saturdays.

But the situation heated up when protesters moved toward the Capitol. The Colorado State Patrol, which provides security for the statehouse, requested aid from Denver police when marchers entered the Capitol grounds, Murray said.

Someone then kicked over a police motorcycle, slightly injuring an officer, and kicked several other officers, he said. Police in riot gear moved in on the crowd, firing pepper balls and mace into the crowd, Murray said.

Murray said the seven arrests were for assault, assault on a police officer, disturbing the peace and disobeying lawful orders.

Thirteen more people were arrested when protesters attempted to erect a tent in a park across from the Capitol. Police took the tent down and protesters who interfered with police were arrested.

One protester was treated by paramedics at the scene after police physically restrained him.

"He was kicking at officers and was very intoxicated," Murray said.

Murray said once police removed the tent, most of the crowd dispersed and the situation calmed down.

I have racked my brain, and Google Maps, over the past weeks in a search for places in America that we humans have not altered the natural cycle and purity of our invaluable water resources. It makes me sad to find so few such places, so I often take heart that my chosen vocation as a hydrologist and water resource scientist is certainly secure, if not always appreciated for the level of education and dedication that this path demands. In that regard, Ms. Barnett?s new treatise on the emerging Blue Revolution is a welcome and appropriate summary of the challenges ahead of us, as both scientists and consumers amid the American landscape.

We have much to remind us of how we got here; I have reviewed on this blog several books on the history of water use and misuse, allocation and subsidy, modification of whole river basins for our own purposes, and times when nature had its way with our species. To be sure, Ms. Barnett covers some of this material quite succinctly, but her focus remains on the present, on who is doing things right or, at least, is trying to do right by nature. An appropriate sample of imaginative solutions and cautionary tales are present, but the narrative approach is noticeably different here. It is not Ms. Barnett?s aim (as I perceive it) to dwell on the history in which we find so few salient, successful efforts and so many other works-in-progress, results TBD. She aims higher than a recapitulation of the usual stories from our past. As her subtitle suggests, it?s the past in which this crisis was made, and the same thinking won?t un-make the institutions and practices with which we?ve become accustomed over time.

Some outlets (e.g., The Economist and Scientific American) have addressed briefly the limited efforts at a ?blue revolution? in aquaculture: coastal fisheries, like so many of our natural systems, are on the decline despite a perception of abundant renewability. In most cases, we have quite simply overestimated the natural elasticity of the resource and its systematic ability to recover from significant shocks. It?s not much different in freshwater resources, for that matter, and this is the fundamental focus of Ms. Barnett?s work.

The concept of a ?Blue Revolution? in freshwater grew from the global spread of the ?Green Revolution? in agriculture, improving crop productivity around the world in various stages from the 1960s through the 1990s. Having reached almost every country by the end of the 20th century, that revolution comes back around more quietly now, with genetic crop modifications at the root of new improvements. Recognizing the pressures of exploding national and global populations, science seeks to feed the world in ways that traditional farming and agricultural practices likely cannot. The close connection between water and agriculture is also part of Ms. Barnett?s examination of present practice, in her discussion of consumptive water users and government subsidies, irrigation efficiencies and econometric approaches to supply reallocation and waste reduction. David Zetland, an author on water economics and fellow blogger that I have mentioned previously, appears in one of Ms. Barnett?s several interviews with current practitioners, and has much worthwhile to say on the ways forward. The economic approach to better water allocation is just part of the solution, however.

There are few books and fewer authors, especially in non-fiction, that still elicit a visceral reaction upon reading. If you read non-fiction on a regular basis, chances are that you also read from regular news outlets on paper or on the web, and it?s just possible that you are at times outraged at the seeming self-perpetuation of the status quo. You may even seek out a feel-good story of someone in power who is doing good for their constituents and right by the planet (or, failing that, give up on the news altogether for a time). This is exactly where Ms. Barnett?s background in investigative reporting and her deep interest in this particular subject matter come to shine. I consider myself an analyst, an observer on some of the topics covered on this blog, but an up-and-coming activist and potential leader when it comes to the water ethic that Ms. Barnett approaches here. Sometimes, and in the future, I (will) approach it as ?National Water Policy? that is sorely missing from the federal agenda on natural resource stewardship in America. I?ve wanted to write on that myself, but it?s an exceptionally large issue around which to wrap a blog-length narrative.

There is something more fundamental, however, that has stuck unexpressed in the back of my thoughts, and that Ms. Barnett?s work has helped to bring to the harsh light of reality: the problem is not a federal or even a state issue, though stronger environmental regulations certainly couldn?t hurt; it is, instead a movement to be grown from the roots in order to flower in a way that takes hold in our society and does not let go of our imaginations, our daily lives, and our work for the future. I follow the news on water issues from around the world with an almost religious fervor, so I think at times that I?ve seen quite a lot of discouraging and depressing stuff by now. There were moments, indeed whole chapters in Blue Revolution on the ?Taproot of the Crisis? (regarding agricultural water-use practices) and the ?Water ? Industrial Complex? (regarding industrial and commercial practices), during which I expressed directly to Ms. Barnett that the tone of her narrative reached such depressing and discouraging depths, and that any positive outcome seemed in doubt.

Such is the strength of her journalist?s near-surgical skill at reaching bare-handed in to the issues to pull them apart and expose the real guts of the problem, and then to suggest how we might address it at its root. Such also is the strength of her craft and encouragement that I kept reading, all the way to the positive and intensely thought-provoking payoff. But don?t get this book just to read the last couple chapters and think that you know what to do next; you would be deluding yourself, and cheating the world around you, if you did that?

In retrospect, those chapters (really, all these chapters) should be required reading in any high-school or college-level examination of American History, and especially in the environmental history of the United States. Ms. Barnett reaches into our history for the land ethic put forth by Aldo Leopold, a sound and stable (though seeming forgotten) basis on which our new water ethic might be founded.

The esteemed Mr. Leopold, who established the very academic department at which I am now working on my Ph.D. at the University of Wisconsin, was a founding specialist on the natural ecology of a still-growing national frontier. He was, for that matter, an essential impetus for what I consider the third conservation movement in America and an author (A Sand County Almanac, among others) from whom we can draw continual and, indeed, practical inspiration. One of his sons, Luna Leopold, became a hydrologist and developed some of the fundamental standards of practice on which we still evaluate the form and health of streams, rivers and floodplains: his work with M.G. ?Reds? Wolman and J.P. Miller on Fluvial Processes in Geomorphology (1964) remains a staple of the hydrologist?s graduate education.

The history of what we might call the overriding American water ethic, up to this time, is skillfully outlined in Ms. Barnett?s early chapter spanning the time in the American West ?From Reclamation to Restoration.? John Wesley Powell, with his own scientific specialties and his now-resurgent pronouncements on western water sustainability, expressed ethical and practical considerations that were roundly ignored in his own time.

Nevertheless, it is refreshing to read a narrative on water in America that chooses not to address Las Vegas as either the death or savior of American water practice within the first chapter. Actually, Ms. Barnett saves that topic for the exact midpoint of Blue Revolution, amid visits abroad to flood specialists in The Netherlands, drought specialists in Australia?s own southwestern region, and water recycling specialists that have literally rebuilt Singapore from the ground up. Many of Ms. Barnett?s thoughts and accounts are embedded within an overarching narrative on two distinctly American problems illustrating the history of engineering folly that has made this crisis and brought us to the point of needing a new, fundamental ethic for its solution: the aquifers and the Everglades of Florida, as part of Ms. Barnett?s own backyard, and the Sacramento ? San Joaquin ? Central Valley project complex of central California. As strange and different as the Colorado River Basin has remained from the remainder of the U.S. in terms of water policy and practice, even greater an outlier seem the paths of past and present water management in California.

It is ultimately the final chapters of Ms. Barnett?s work that lift her narrative from depressing, rage-inducing disgust at the status quo to a hopeful, forward-looking plan for the future in the establishment of a national, possibly universal, water ethic. I suppose that an author?s skill at inducing such a reaction that the reader is moved to action should be considered a compliment, as I hope Ms. Barnett takes my opinions on the subject matter under her pen. Her treatment of that subject matter is skillful and concise, with no wasted effort, and she gets at the heart of the problems and our potential solutions with a keen interest.

We have, as Blue Revolution outlines, a three-fold path of intense commitment before us at all levels of decision-making, from grass-roots activists to state and federal budget-makers: (1) better protection for and restoration of our natural resources, including the essential treatment and upkeep of our natural water systems as an integral component of civilization?s infrastructure; (2) necessary reforms in the system of water allocation and pricing, with greater emphasis given to high-value uses just as much as to conservation in essential agriculture and urban/domestic services; (3) a relentless program for education in the natural sciences, from grade school through adulthood, in and out of school, in order to instill in our fellow citizens, at the least, an understanding of the world around them and, if possible, a deep reverence for the sources of our health and wellness as citizens in an increasingly interwoven community.

Part of that reverence arises from a sense of respect for the people and the nature around us, the invisible infrastructures that make our lives possible, and part of it comes from a sense of responsibility to make sure that the natural infrastructure remains viable and untainted, so that our children will have the advantages of a cleaner world as well. We must keep in mind not simply the bottom line on this financial quarter or fiscal year, but the legacy that our actions now will impress upon our future, and that of the generations to come. The status quo, and the manner in which that came about, is an insufficient and inexcusable legacy given the ideas and resources presently available to us.

In 2003, another no less esteemed leader than Kofi Annan, as Secretary General to the United Nations, sent a message on World Water Day to delegates attending the plenary session of the third World Water Forum in Kyoto, Japan:

?It is often said that water crises and scarcities will at some point lead to armed conflict, but this need not be the case. Water problems have also been a catalyst for cooperation among peoples and nations? Scientists, local authorities, non-governmental organizations, private businesses and international organizations are pooling their efforts in the hopes of bringing about a much needed ?blue revolution? and to improve management of this vital resource. Whatever else divides the human community, whether we live upstream or downstream, in cities or in rural areas, water issues ? the global water cycle itself ? should link us in a common effort to protect and share it equitably, sustainably and peacefully.?

With Ms. Barnett?s book, a greater portion of that better way forward is illuminated. Following that path to respectful and sustainable treatment of our water resources won?t come without conflict and the angst of upheaval, but if we travel willingly and share the burdens equitably, such conflict will remain minimized and manageable. If just one person believes that a unifying water ethic is both possible and necessary, then there is hope that we can still turn away from the present course of decaying infrastructure, wasteful water practices and neglect of our natural heritage. If just one person expresses the desire to forge a better path, then that path immediately becomes a valid alternative to the destructive status quo. I know now that there are at least three of us?

(AP) ? Colleges across the country have tightened their use of aerial lifts ? or outright eliminated them ? a year after a University of Notre Dame student was killed when wind gusts toppled the lift where he was filming football practice

Some officials worry that the dangers persist, though, because there's no universal requirement for how schools should use the structures that were intended for construction sites, not practice fields.

"We've got to get rid of these things," said David Hougland, director of sports broadcasting at Texas Tech. "No one should ever die or be injured from falling from one of these."

Twenty-year-old Declan Sullivan was filming practice on Oct. 27, 2010, when winds of up to 53 mph blew over the lift he was on. After a nearly six-month investigation, university officials acknowledged that their procedures and safeguards were not adequate and paid a $42,000 fine to the state for safety violations. Notre Dame's investigation also found that many schools nationwide did not have specific safety protocols in place for aerial lifts.

Since then, dozens of colleges have changed their policies, from handing out copies of the lift guidelines to all videographers to specifying the wind speeds at which the lifts won't be used. Some schools, including Notre Dame, have stopped using them.

"All of us nationally kind of took a step back and evaluated what we were doing," Arkansas State athletic director Dean Lee said.

The most high-profile change has occurred at the University of Florida, which installed six permanent towers at a cost of $650,000 so it could curtail its use of aerial lifts. Chip Howard, an associate athletic director, said the school began reviewing how it uses aerial lifts immediately after Sullivan's death.

"When that happened we got our video staff together and discussed, 'Hey, how do we do things? How do our guys feel when they go up? How high do our lifts go up?'" he said.

The university found that while videographers were given equipment to monitor the wind ? a practice Notre Dame lacked ? there wasn't a written policy outlining the wind speeds at which the lifts wouldn't be used. Howard said Florida has adopted a written policy prohibiting their use when the wind is gusting 28 mph or more.

Florida then decided its best long-term solution was to install the permanent 41-foot-high towers with lightning rods. The school still occasionally uses lifts, but the need for them is greatly reduced, Howard said.

Notre Dame stopped using lifts to film practice after installing remote-controlled cameras on its practice field in the spring. Arkansas State took down a 30-year-old tower that used telephone poles as its base because of safety concerns and replaced it with a 51-foot-high steel tower.

Tulane, Kansas, Oklahoma and Texas Tech also revised their aerial lift policies. Tulane's now specifies to what heights the two types of lifts it uses can be extended under certain wind conditions, and says the aerial lifts may not be used when gusts reach 25 mph or greater. It also specifies that weather conditions should be checked less than an hour before practice begins and that each lift be equipped with a wind meter.

Lori Williams, associate athletic director at the University of Kansas, said one of the biggest challenges as the school reviewed its policy was seeing how it compared with other schools.

"What we found is that there isn't one centralized location that said, 'OK, this is exactly what you should do.' It leaves a lot of flexibility to the institutions," she said.

Texas Tech already had some of the nation's strictest rules among universities on aerial lifts. It allows videographers to lower lifts if they have safety concerns, requires athletic department staff to monitor weather conditions to ensure the videographer's safety and limits the heights to which lifts can be raised to 20 feet in gusts of 20 mph or more. If winds hit 40 mph, the lifts are banned.

Texas Tech had updated its policy just six weeks before Sullivan's death to require that videographers carry hand-held wind meters. It was revised again afterward, requiring all videographers to be certified to use the lifts and requiring daily inspections of the devices. The updated policy was given to all videographers instead of just being posted on a wall, Hougland said. He said Texas Tech hopes to eventually move away from using aerial lifts.

"They're used on construction sites for a reason. We're just using something from a construction site and repurposing it for our needs," he said.

Federal officials, athletic groups and Notre Dame have worked to publicize the dangers of aerial lifts. The Occupational Safety and Health Administration issued an alert in July, citing Sullivan's death as an example of the dangers. As part of its settlement with the state, Notre Dame launched LiftUpRight.org, a website about the hazards of aerial lifts.

"We are working closely with the Sullivans to keep the legacy of Declan alive by helping others benefit from their, and our, great loss," Notre Dame spokesman Dennis Brown said.

The National Association of Collegiate Directors of Athletics provided information on the safety campaign to 1,600 institutions. Articles about it have run in publications from the National Federation of High Schools and the University Risk Management and Insurance Association.

"Everyone is certainly aware of what went on and is trying to be more calculated and know what's going on, on a daily basis," said Christopher Luke, vice president of the Collegiate Sports Video Association and director of football video operations at the University of North Carolina.

At Notre Dame, where a memorial to Sullivan sits outside the school's football facility, coach Brian Kelly says the remote cameras have provided "peace of mind." But he says it's important to ensure that nothing like the accident happens again.

"We lost a young man," Kelly said. "You never forget about that."

Italy at heart of crisis as borrowing costs climb (Reuters)

ROME (Reuters) ? Italy's borrowing costs jumped to record levels Friday, underlining its vulnerability at the heart of the euro zone debt crisis and skepticism about whether the struggling government of Prime Minister Silvio Berlusconi can deliver vital reforms.

The 6.06 percent yield paid at an auction of 10-year bonds was the highest since the launch of the euro, and not far from the level reached before the European Central Bank intervened in August to cap Rome's borrowing costs by buying Italian debt.

Italy, the euro zone's third largest economy, is again at the center of the debt crisis, as fears grow that its borrowing costs could hit levels that overwhelm the capacity of the bloc to provide support amid chronic political instability in Rome.

In a speech in Rome, Berlusconi insisted that Italy would meet its target of balancing the budget by 2013.

Tainted by scandal and repeatedly at odds with his coalition allies, Berlusconi has promised European partners a package of measures to spur Italy's stagnant economy and cut its towering public debt, but has failed to convince markets made skeptical by his repeated failure to deliver reforms.

European leaders welcomed a letter of intent on reforms that he delivered to their summit last Wednesday, but emphasized that the measures must now be implemented.

"The interest rates that they are paying are punitive," said Monument Securities strategist Marc Oswald. "Italy ... is still the 'bete noire' of the whole euro zone problem."

"They are still going to carry on having to pay higher yields unless they come up with reform plans and implement them. But anyone who expresses an optimistic opinion about that is probably looking through rose-tinted glasses," he added.

EXASPERATION

France and Germany have expressed open exasperation at a succession of unfulfilled reform promises by Berlusconi, and fear the crisis in Italy could spark a wider emergency that would threaten the very existence of the single currency.

Even if a weakened government manages to pass the promised reforms, most will not come into force until mid-2012. Markets are unlikely to remain patient for so long.

In his speech Berlusconi took aim at the euro, calling it a "strange" currency.

"There is an attack on the euro which as a currency has convinced no-one, because it belongs to more than one country but does not have a bank of reference and guarantee," he said, referring to reluctance by Germany and other countries to allow the European Central Bank to be used as a lender of last resort.

He later issued a statement saying his words had been interpreted in a "malicious and distorted" way.

"The euro is our currency, our flag. It is precisely to defend the euro from speculative attacks that Italy is making great sacrifices," the statement said.

Berlusconi, who is facing two court cases for accusations of fraud and one for allegedly having sex with an underage prostitute, complained that he faced 37 judicial hearings between now and mid-January. He says leftist magistrates are persecuting him in an attempt to undermine democracy.

Speaking after Wednesday's summit, French President Nicolas Sarkozy addressed fears that the crisis could spread to Italy.

"If we had allowed Greece to fall, and the speculation shifted on to attack Italy, the markets would then have said we will allow Italy to fall too, and that would be the end of the euro," he said in a television interview.

As Italy sinks deeper into the debt crisis, tensions in the government have grown sharply, prompting widespread speculation in the press and even Berlusconi's party that the government will fall, leading to an election in 2012, a year early.

"COALITION IS SOLID"

Berlusconi, whose ratings have been torpedoed by a mix of scandal and economic and political problems, rejected speculation that he might be forced into an early election.

He said his alliance remained solid with the pro-devolution Northern League party, whose leader Umberto Bossi has expressed open skepticism about the survival of the coalition.

"There is an absolute need for political stability and Bossi thinks exactly the same way I do. The pact we have with the League has never been up for discussion," Berlusconi said.

"No credible political alternative exists."

This week the League rejected plans to raise the pension age to 67, leading to tense late-night talks before a compromise was reached in time to take to the summit in Brussels.

The proposals, including an increase in the pension age, rules making it easier to lay off staff and provisions to place civil servants in special redundancy schemes, have raised fierce opposition from unions and skepticism about whether they will ever be implemented.

In Italy's increasingly murky politics, there has been speculation that the package is part of a deal between Berlusconi and Bossi to take the government to the end of the year before triggering an election in the spring.

Friday, Berlusconi dismissed such suggestions and said an election campaign in the middle of the crisis would be "very seriously damaging to Italy."

Arrests mark U.S. prescription drug abuse crackdown (Reuters)

TAMPA, Florida (Reuters) ? U.S. authorities arrested 22 people in Florida on Friday, including pharmacists and doctors, in a crackdown against prescription drug abuse that officials say is the nation's fastest growing drug problem.

The arrests in Orlando and Tampa were the latest steps in successive operations by federal and local authorities to shut down so-called "pill mill" pain clinics, prescription forgery rings and illegal online pharmacies involved in the illegal distribution of prescription drugs such as painkillers.

At a news conference in Tampa, U.S. Attorney General Eric Holder said these operations, dubbed Pill Nation I and II, had led so far to 118 arrests, the seizure of more than $19 million in assets and the closure of at least 40 Florida pain clinics.

"Our targeted, aggressive enforcement actions are sending a clear message that -- here in Florida, which has long been the nation's epicenter for the illegal distribution of prescription drugs -- the days of easily acquiring these drugs from corrupt doctors and pharmacists are coming to an end," Holder said.

He was accompanied by the administrator of the U.S. Drug Enforcement Administration (DEA), Michele Leonhart, and Florida state officials.

Those arrested in Florida on Friday, who included five doctors and two pharmacists, were charged with illegally diverting controlled substances.

Holder said in prepared remarks the abuse of prescription drugs, such as painkiller oxycodone and methadone, which is used for drug addiction detoxification, was now the fastest-growing drug problem in the country.

DEA chief Leonhart called it an "epidemic." Prescription drugs now caused more overdose deaths in the United States than "street drugs" such as cocaine, heroin and methamphetamine.

Holder said an estimated 7 million people in the United States regularly used prescription drugs for nonmedical purposes and this abuse contributed to nearly 40,000 deaths and almost $200 billion in healthcare costs annually.

Last year alone, one in seven teens abused prescription drugs to get high, officials said.

Holder said the problem had reached "crisis proportions" in Florida, where between 2005 and 2010 the number of oxycodone-related deaths increased by 345 percent.

On Saturday, the DEA was sponsoring a National Prescription Drug Take Back Day which will allow people to dispose of expired, unused and unwanted prescription drugs at more than 5,000 collection sites throughout the United States.

    Nokia unveils Asha series: 200, 201, 300, 303

    Just as we spied yesterday, Nokia has unveiled the 303, a lower-end featurephone running Series 40 6th Edition and rocking a perfectly respectable portrait QWERTY layout. In addition, it's also announced three other phones in the same line: the 200, 201 and 300. All four units all run Series 40, though the 300 and 303 offer capacitive touchscreens. These phones are all designed to encourage the "next billion" users to access the web, and seem directed toward emerging markets. The 200 includes an option to throw in multiple SIM cards and can offer up to 32GB of storage for media playback. It, along with the 201, have exceptionally loud speakers that work great for parties and those crazy all-nighters, though the latter lacks the multi-SIM support. The 300 is a candybar with a capacitive screen and numeric keypad, and offers a 1GHz CPU, 5MP camera and 3G. Similarly, the 303 offers the same types of features with a full QWERTY experience.

    All four Asha devices are made of polycarbonate and come with a Nokia Browser, which is powered by the cloud and compresses data by up to 90 percent, saving users from racking up excessive charges. Oh, and did we mention Angry Birds is coming to Series 40?

    Shares of defense companies fall on spending cuts (AP)

    Defense contractors Lockheed Martin and Northrop Grumman reported surprisingly strong third-quarter earnings Wednesday. But executives at both companies used the same discouraging word to describe what the future will look like: Flat.

    They warned that government spending cuts in 2012 will pinch future sales. The warnings dragged down the stock prices of defense contractors after they reported earnings.

    "It's certainly going to be a more challenging environment," Northrop Grumman CEO Wes Bush said during a conference call Wednesday morning. He said his company expects revenue to fall slightly in a "flatter environment."

    Lockheed Martin Corp. said its future revenue looked "flattish."

    Two other defense contractors on Wednesday reported strong earnings for the third quarter, but also reported stagnant revenue in the face of government cutbacks.

    Congress already has agreed to cut federal spending by $1.5 trillion over the next decade. If a designated committee of legislators can't agree on cuts by the end of this year, many will automatically be made to defense spending. At the same time, Congress hasn't even agreed on a budget for fiscal 2012, which began this month, and is funding operations through a temporary resolution.

    That leaves investors guessing if next year's spending will change, said Wells Fargo analyst Sam Pearlstein.

    "There is clearly support for defense spending. I think exactly how those events (in Congress) shake out is still unclear," Pearlstein said.

    It appears that even Lockheed and Northrop Grumman were surprised by the extent of spending cuts now being proposed in Washington. Military contractors rely on billions a year in spending on everything from unmanned aerial drones to fighter jets and training equipment.

    Bush told analysts that Northrop has been relying on forecasts of government spending that now appear too optimistic. Bush said that based on what the company know now, fourth-quarter revenue should be roughly even with last quarter's $6.6 billion, which was down 5 percent from the year before.

    Falls Church, Va.-based Northrop said it earned $520 million, or $1.86 per share, in the July-September quarter. That was up from $497 million, or $1.67 per share, during the same period last year.

    The company said much of its profit growth came from earnings on its pension program. Pearlstein noted that such gains really are just an accounting adjustment showing the surplus of pension funds Northrop has compared with its liabilities.

    Revenue fell 5 percent in Northrop's biggest division, aerospace, and dropped 8 percent in its information systems and 22 percent in its technical services businesses. Revenue rose 2 percent in its electronic systems unit.

    Bethesda, Md.-based Lockheed Martin said its third-quarter net income jumped 25 percent on higher sales and profits in its aeronautics division. The company reported net income of $700 million, or $2.10 per share, for the quarter. That's up from $560, or 1.54 per share, a year earlier.

    Also Wednesday, defense contractor General Dynamics Corp. said its third-quarter profit was relatively flat on lower revenue. The Falls Church, Va.-based company said its net income of $652 million, or $1.80 per share, up less than a percent from $650 million, or $1.70 per share, in the same quarter last year.

    Revenue fell 2 percent to $7.85 billion from $8.01 billion.

    Analysts were expecting profit of $1.77 per share $8.34 billion in revenue, according to a FactSet poll.

    And aircraft maker and defense contractor Boeing Co. said Wednesday that its third-quarter net income rose 31 percent from last year, to $1.1 billion.

    Roughly half of Boeing's business is in defense, which generated much of the company's profit growth last quarter. The company's defense division had operating earnings of $824 million, up 20 percent.

    Beoing said its revenue was flat at $8.2 billion.

    Shares of Northrop Grumman fell 97 cents, or 1.7 percent, to close at $55.60. Lockheed Martin dropped $2.54, or 3.2 percent, to $76.35. General Dynamics shares fell $1.37, or 2 percent, to $63.89.

    Nokia unveils 2 Windows smartphones, 4 others

    (AP) ? Nokia Corp. on Wednesday unveiled its first Windows cell phones, in a bid to recapture lost ground to chief rivals in the tough top-end smartphone market.

    Nokia's Lumia 800, priced at some euro420 ($580), and Lumia 710 with a price tag of euro270, are the Finnish cell phone maker's first models based on Microsoft Corp.'s Windows software after the two companies announced they would team up in February. The company also introduced four other smartphone models aimed at emerging markets.

    Nokia stock was up more than 1 percent at euro4.89 ($6.81) in early afternoon trading in Helsinki.

    Nokia CEO Stephen Elop said the Lumia 800, with Carl Zeiss optics and 16GB of internal memory, will be available in some European countries in November, including France, Germany, Italy, Netherlands, Spain and Britain. It shipped in Hong Kong, India, Russia, Singapore and Taiwan before the year-end.

    The Lumia 710, with a 1.4 GHz processor, navigational applications and Nokia Music ? a free, mobile music-streaming app ? will first be available in Hong Kong, India, Russia, Singapore and Taiwan toward the end of the year.

    "Eight months ago, we shared our new strategy and today we are demonstrating clear progress of this strategy in action," Elop said at a Nokia presentation in London. "We're driving innovation throughout our entire portfolio, from new smartphone experiences to ever smarter mobile phones."

    The world's top cell phone maker launched four smartphones aimed at emerging markets, with QWERTY keyboards and touch screens, aimed at helping "the next billion" users connect to the Internet, Elop said.

    The new Asha range, priced at euro60 to euro115, some with twin SIM cards, music features, interactive maps and the popular Angry Birds game pre-loaded, will be shipped globally in the fourth quarter or early 2012.

    Nokia, which claims 1.3 billion daily users, has steadily been losing the smartphone race as it is squeezed in the low end by Asian manufacturers like ZTE and in the high end by Apple Inc.'s Phone, Research in Motion's Blackberry and Google's Android devices.

    Analysis: California school districts to take down reserves (Reuters)

    SAN FRANCISCO (Reuters) ? When California lawmakers reached a deal to close a $10 billion budget gap in June, critics warned the agreement relied too heavily on $4 billion in additional tax revenue projected to materialize with a rapidly rebounding economy.

    Now, with the state's recovery stalling, the new revenue is not coming in -- setting the stage for automatic budget cuts that could threaten the solvency of some state's largest school districts.

    According to the state controller's office, revenue since the start of fiscal year has fallen $705 million short of projections. That signals big new cuts to school spending, said political scientist Larry Gerston of San Jose State University.

    "There is nothing out there that indicates that $4 billion will appear," Gerston said.

    School districts are in an especially bad spot because teacher payrolls, by far their largest expense, are off limits; the 325,000-member California Teachers Association won a guarantee against teacher layoffs as part of the budget negotiations.

    That deal was critical in getting a budget passed on-time -- a rarity in California -- but was denounced by school district administrators.

    "We were appalled," said Rick Pratt of the California School Boards Association. "It was the kind of thing that got slipped into legislation, literally, at the last minute."

    EATING SEED CORN

    School districts will have few options in managing cuts, which would come on top of several years of belt-tightening.

    They can shorten the school year, but that would require difficult negotiations with all their employees, and talks could stretch out for many months.

    Non-teaching staff could be sacked, schools could be closed and after-school programs could be scrapped -- but not without resistance from employees and parents.

    Another option is to "eat some of your seed corn," said Kevin Shelley, superintendent of the Palo Alto Unified School District, noting that districts may have no other choice but to dig into their reserves.

    That's not what credit rating agencies want to see.

    "If you're at the minimum, you have that much less flexibility," said Karen Ribble of Fitch Ratings.

    'FISCAL EMERGENCY' FOR SCHOOLS

    Prudent school districts have been preparing for lean times by fattening reserves in recent years, said Bob Blattner of education consulting firm Blattner & Associates.

    "The school of hard knocks has taught them to be cautious," Blattner said.

    Some districts, however, may not be able to withstand the loss of money from the state. The San Diego Unified School District, for instance, faces a challenge in balancing its books and maintaining its solvency if state funding is cut, according to its superintendent.

    Meanwhile, California's education department says 13 districts will not meet their financial obligations this fiscal year, while another 130 districts, including the sprawling Los Angeles Unified School District, may not meet their financial obligations this year and next.

    Credit ratings of districts caught flat-footed by triggered spending cuts could suffer.

    "They will stay under pressure," said Moody's Investors Service's Eric Hoffmann.

    The school boards association and other education groups see a gloomy scenario if cuts come about -- a "fiscal emergency" for public schools, according to a letter they sent last month to Brown and top lawmakers.

    "Accordingly (and regretfully) we urgently ask that you and the Legislature enact legislation giving districts emergency authority to take steps necessary to avoid insolvency, including the one-time ability to either lay off teachers and increase class sizes or impose mandatory furloughs if the budget trigger is pulled," the letter said.

    Moderates stall rise of Swiss nationalists (AP)

    BERN, Switzerland ? Swiss voters backed moderate forces in a general election Sunday in which nationalists failed in their effort to break through the 30 percent barrier with a campaign heavy on anti-immigrant sentiment.

    The nationalist Swiss People's Party, or SVP, was projected to take 25.9 percent of the vote for the lower house, a drop of 3 percent on four years ago, according to public television station SF.

    "We didn't achieve our election goal," People's Party president Toni Brunner conceded as results trickled in.

    The party's rise was stalled by the Conservative Democratic Party whose members split from the SVP in 2007, and the centrist Green Liberal Party, which successfully rode a wave of anti-nuclear sentiment following the disaster at Japan's Fukushima plant in March.

    Both are expected to receive about 5.3 percent of the vote for the 200-seat National Council. Voters are also deciding on 45 of 46 seats for the upper house, or Council of States.

    The panoply of political parties in Switzerland makes for intense haggling after every election, as each group demands fair representation in the country's cross-party government.

    The result is a unique "magic formula," designed to condense complex electoral results into a seven-member Cabinet capable of governing by consensus in spite of sometimes widely differing views.

    Despite its worse-than-expected result, the People's Party retains the biggest share of the vote and immediately laid claim to two Cabinet seats.

    The party has built up a strong base of voters with campaigns warning of immigrants spoiling an Alpine nation that's been an oasis of relative stability within stormy Europe.

    In its campaign, the People's Party accused foreigners of driving up Switzerland's crime rate, and called for those convicted of crimes to be deported. It also wants to reintroduce quotas on immigration from the 27 countries of the European Union, of which Switzerland isn't a member, illustrating the point with striking posters of black boots stomping on the Swiss flag with the message "Stop Mass Immigration."

    The number of foreigners living in Switzerland rose almost 3 percent to 1.7 million over the past year ? mostly Italians, Germans, Portuguese and Serbs. Switzerland, along with Luxembourg and Liechtenstein, has one of the highest proportions of foreign inhabitants in Europe.

    They account for one of every five of the country's nearly 7.9 million permanent residents, and mostly live in the large cities of Zurich, Geneva, Basel, Lausanne and Bern.

    Many foreigners who work in Switzerland come for jobs for which they're considered highly qualified, but that hasn't stopped the Swiss from worrying that the influx of outsiders in their midst is spurring a rise in crime, house prices and joblessness.

    For some voters, however, the People's Party's relentless focus on foreigners went too far.

    Pushing a stroller in the capital Bern with his twin 1-year-old sons ? half Swiss, half Sri Lankan ? architect Timo Odoni pointed to one of the nationalists' posters.

    "I just can't stand how they do their posters because it reminds me of 60 years before, in Germany, a little bit. And we have to do something about it," Odoni said.

    "I certainly will vote the green and left parties," he said. "We have no problem with immigration, really. We have other problems, but not this problem."

    Obama offers mortgage relief on western trip (AP)

    LAS VEGAS ? The Obama administration offered mortgage relief on Monday to hundreds of thousands of Americans in the latest attempt to ease the economic and political fallout of a housing crisis that has bedeviled President Barack Obama as he seeks a second term.

    Obama was pitching new rules for federally guaranteed loans in Las Vegas, the epicenter of foreclosures and joblessness, in recognition that measures the administration has taken so far have not worked as well as officials had expected. The housing effort represents a new emphasis on executive steps he can take to address economic ills and other domestic challenges while circumventing Republican lawmakers, who have been blocking most of his proposals.

    His jobs bill struggling in Congress, Obama tried a new catchphrase ? "We can't wait" ? to highlight his administrative initiatives and to shift blame to congressional Republicans for lack of action to boost employment and stimulate an economic recovery. Later in the week, Obama plans to announce measures to make it easier for college graduates to pay back federal loans.

    While Obama has proposed prodding the economy with payroll tax cuts and increased spending on public works and aid to states, he has yet to offer a wholesale overhaul of the nation's housing programs. Economists point to the burst housing bubble as the main culprit behind the 2008 financial crisis. Meanwhile, the combination of unemployment, depressed wages and mortgages that exceed house values has continued to put a strain on the economy.

    "There is no silver bullet," White House press secretary Jay Carney told reporters aboard Air Force One, and he acknowledged that the president's unilateral measures have their limits. "They are not a substitute to congressional action."

    While the White House tried to avoid predicting how many homeowners would benefit from the revamped refinancing program, the Federal Housing Finance Administration estimated an additional 1 million people would qualify. Moody's Analytics say the figure could be as high as 1.6 million.

    Under Obama's proposal, homeowners who are still current on their mortgages would be able to refinance no matter how much their home value has dropped below what they still owe.

    In spelling out the plan to homeowners in in a Las Vegas neighborhood, Obama has chosen a state that provides the starkest example of the toll the housing crisis has exacted from Americans. One in every 118 homes in the state of Nevada received a foreclosure notice in September, the highest ratio in the country, according to the foreclosure listing firm RealtyTrac.

    Carney criticized Republican presidential candidate Mitt Romney for proposing last week while in Las Vegas that the government not interfere with foreclosures. "Don't try to stop the foreclosure process," Romney told the Las Vegas Review-Journal. "Let it run its course and hit the bottom."

    "That is not a solution," Carney said. "That is a solution that basically says to middle-class Americans who have been responsibly paying their mortgages, who, through no fault of their own, have seen their economic situation get quite desperate because of the crisis in the housing market, that `you're on your own, tough luck, I'm not going to help you.'"

    The president also was using his visit to Las Vegas to promote a $15 billion neighborhood revitalization plan contained in his current jobs proposal that would help redevelop abandoned and foreclosed properties and stabilize affected neighborhoods.

    The Nevada stop is the first leg of a three-day tour of western states, blending his pitch for boosting the economy with an aggressive hunt for campaign cash.

    From Nevada, Obama will head for the glamor of Hollywood and the homes of movie stars Melanie Griffith and Antonio Banderas and producer James Lassiter for some high-dollar fundraising. On Tuesday, he will tape an appearance on "The Tonight Show" with Jay Leno, his second time on the show as president and fourth time overall. He will also raise money in San Francisco and in Denver.

    Before the president addressed his mortgage refinancing plan, he attended a fundraiser at the luxurious Bellagio hotel, offering a sharp contrast between well-to-do who are fueling his campaign and the struggling homeowners hoping to benefit from his policies.

    The mortgage assistance plan by the Federal Housing Finance Administration will help borrowers with little or no equity in their homes, many of whom are stuck with 6 or 7 percent mortgage rates, to seek refinancing and take advantage of lower rates. The FHFA plans to remove caps that had allowed homeowners to refinance only if they owed up to 25 percent more than their homes are worth.

    The refinancing program is being extended until the end of 2013. It was originally scheduled to end in June 2012.

    The administration's incremental steps to help homeowners have prompted even the president's allies to demand more aggressive action.

    Rep. Dennis Cardoza, a moderate Democrat from California, gave voice to Democratic frustration on the housing front last week when he announced his decision not to seek re-election, blaming the Obama administration directly for not addressing the crisis.

    "I am dismayed by the administration's failure to understand and effectively address the current housing foreclosure crisis," Cardoza said in a statement that drew widespread attention. "Home foreclosures are destroying communities and crushing our economy, and the administration's inaction is infuriating."

    Obama's new "We can't wait" slogan is his latest in a string of stump-speech refrains he hopes will pressure Republicans who oppose his $447 billion jobs package. He initially exhorted Congress to "Pass this bill!" then demanded "I want it back," all in the face of unanimous Republican opposition in the Senate, though even some Democrats were unhappy with the plan.

    Obama has now agreed to break the proposal into its component parts and seek congressional approval one measure at a time. The overall proposal would increase taxes on millionaires, lower payroll taxes on workers and businesses for a year, pay for bridge, road and school construction projects, and help states and local governments retain teachers and emergency workers on the job.

    Divvied up, the proposals with the best chance of passage are the payroll tax cuts and extensions in jobless insurance to the long-term unemployed.

    Countering Obama's criticism, GOP leaders say the sluggish economy and stubbornly high unemployment rate are the result of failed Obama administration policies, including the 2009 stimulus package and financial regulation bill.

    "They got everything they wanted from Congress the first two years," Senate Minority Leader Mitch McConnell, R-Ky., said Sunday. "Their policies are in place. And they are demonstrably not working."
