New Jersey mayor, son, arrested on charges they nuked recall website

"Remember, I am in the Army with many friends."

According to the account of FBI Special Agent Ignace Ertilus, Felix and Joseph Roque took a keen interest in the recall site as early as February. In an attempt to learn the identity of the person behind the site, the younger Roque set up an e-mail account under a fictitious name and contacted an address listed on the website. He offered some "very good leads" if the person would agree to meet him. When the requests were repeatedly rebuffed, Joseph Rogue allegedly tried another route. He pointed his browser to Google and typed the search strings "hacking a Go Daddy Site," "recallroque log-in," and "html hacking tutorial."

He eventually figured out how to reset the e-mail account that was used to register recallroque.com domain with GoDaddy, according to Ertilus. On February 8 at 4:49 pm, after gaining control of the GoDaddy account, he allegedly cancelled the domain name. This caused the recall website to go dark. Records of calls sent to and received by the cellphones of the two Roques indicated the two were in frequent contact during the eight hours when the son took over the accounts, Ertilus alleged.

Following the shutdown, Mayor Roque used the messages retrieved from the compromised accounts to identify the people who ran and supported it. On February 9, he used his iPhone to call the Hudson County (New Jersey) government official, identified in the criminal complaint as Victim 1, who had anonymously established the recall website. The older Roque then claimed to have proof that the official was involved with the site.

"Mayor Roque stated that he, the Mayor, had a friend in high levels of government who had shut the Recall Website down," the complaint alleged. "According to Victim 1, Mayor Roque stated that everyone would pay for getting involved against him."

The complaint was unsealed Thursday morning. For bats: What sounds good doesn't always taste good

ScienceDaily (May 21, 2012) ? Bats fine-tune their hunting strategy based on information from a sequence of sensory cues.

Bats use a combination of cues in their hunting sequence -- capture, handling and consumption -- to decide which prey to attack, catch and consume and which ones they are better off leaving alone or dropping mid-way through the hunt. Eavesdropping bats first listen to their prey, then they assess its size, and finally they taste it. The work by Dr. Rachel Page and her team from the Smithsonian Tropical Research Institute in Panama is published online in Springer's journal Naturwissenschaften -- The Science of Nature.

To survive, predators must find prey that is both of the right size and edible. To accomplish this goal, predators often use multiple sensory cues to detect and assess prey. Page and colleagues' experiments show that the fringe-lipped bat, Trachops cirrhosus, which feeds on a variety of prey including frogs, uses acoustic cues from a distance first. Then the bat fine tunes its hunting strategy at close range by assessing the prey's size, likely by echolocation, and finally tastes it by using chemical cues. It sequentially re-assesses the suitability of its prey throughout the hunt.

The researchers studied eight bats on Barro Colorado Island in Panama. They investigated whether the bats update information about their prey to minimize potentially lethal errors. They used the calls of a palatable species of frog to encourage the bats to approach prey frogs. Then they offered the bats a combination of unmanipulated prey and prey with toxins that are potentially lethal if ingested: the bats' preferred prey species (the t?ngara frog) and two poisonous toads (the large cane toad and the small leaf litter toad).

The calls elicited an attack response but as the bats approached, they used additional cues in a sequential manner to update their information about prey size and palatability. Both palatable and poisonous small frogs were captured, whereas large poisonous toads were approached but left alone. This suggests that the bats assessed the prey size at close range first and thus only captured those frogs and toads of appropriate size for them to handle.

Once the bats had captured their prey, they used chemical cues to make final, post-capture decisions about whether or not to consume the prey. Indeed, they dropped small, poisonous toads as well as palatable frogs coated in toad toxins either immediately or shortly after capture.

These findings suggest that echolocation and chemical cues obtained at close range supplemented information obtained from acoustic cues at long range.

The authors conclude: "Our study demonstrates that following initial assessment of prey, bats have the ability to use alternate sensory modalities to sequentially reassess prey at close range, and thus compensate for potentially deadly errors. Our results bring to light the sequential, complex nature of prey assessment foraging strategies that may allow exploratory and flexible hunting behaviors."

?If we can make a small difference, it?s still going to make a huge impact here,? said ADT 4?s Chief Warrant Officer Scott Goode, a 53-year-old native of Versailles, Ky. Goode, who is the Arghandab District team leader, had just returned from a preliminary visit with local Arghandab officials from March 25-29, 2012 with his team and a few other ADT 4 members.

?The primary focus of the initial meetings?was to make sure that District official, the DAIL (Director of Agriculture, Livestock, and Irrigation) understands that we?re transitioning now to help him be a better government official,? Goode said.

?Having them (Afghan government officials) prepared for us to leave, making sure that whatever we do is sustainable by them is probably the key to everything that we do here,? Goode explained. ?So, if it has to be small and sustainable, it?s better than huge and unsustainable.?

?It (the first meeting) was very successful,? recalled Sgt. 1st Class Crystal Dunn, a 30-year-old native of Hot Springs, Ark. who resides in Lexington, Ky. Dunn is a project manager for the Arghandab District?s team.

?We were able to somewhat outline their priorities to projects that may need to be assessed first, second, third, fourth, and so forth,? Dunn explained.

?Every meeting we go into brings us more opportunity for projects and more opportunity for education,? said 1st Lt. Wesley Newton, a 26-year-old native of Gainesville, Georgia who lives in Lexington, Ky. Newton functions as liaison officer for the Arghandab District?s team, coordinating between ADT 4, other military units, and various nongovernmental organizations, such as USAID (the U.S. Agency for International Development).

?Our biggest goal here is that, when we leave, to be able to get the Afghans, the DAIL, the local government, and all the people that we work with to be able sustain those projects,? Newton explained. ?That way, when we leave, our job?s done.?

?That is something that we do take seriously,? Dunn added. ?We want to make sure that when we leave and they don?t have the U.S. to support them, that they are able to maintain it themselves. We?re headed in the right direction.?

According to Dunn, approximately 70 percent of the Arghandab District?s population relies on agriculture as a means of survival.

Being the first extended visit to the Arghandab district, ADT 4?s advisors each offered different insight into their first impressions.

?Meeting the people face-to-face was tremendous, because putting a face with a name and having that rapport on the initial visit is, as we go and visit more, it?s going to be more of a comfortable atmosphere,? Dunn said.

?You kind of see their passion and how much they need our help,? recalled Newton. ?It?s kind of rewarding, and will probably be more rewarding when we actually get some projects done.?

?The language barrier was the only problem we really had,? Newton added. ?It wasn?t that bad, but there were some cases where we weren?t quite sure what they were trying to say to us (and vice versa).?

?I think that we were successful in getting the message out to the staff and the DAIL himself that we?re not here to just pour money into stuff and leave,? Goode noted. ?It?s more of an educate, train and do small projects that are demonstration level projects so they can learn the techniques?maybe even eventually set up a small education and training center.?

?Here, I?m starting to meet people and understand that there are people out there that need our help and genuinely want our help,? Goode added. ?And I?m starting to understand their (Afghan) culture is pretty friendly.?

?I really believe that our leadership here is trying?to make sure that when we do something here, we do it right,? Goode concluded.

NATO in Chicago: Geopolitics Meets Reality of a U.S. City

For several days leading up to the start of the NATO summit in Chicago, protests, while large and passionate, were a controlled and carefully orchestrated affair. Demonstrators stayed in their assigned areas, while swarms of police on horseback and foot fanned out into the streets.

Some of that changed this weekend with isolated clashes between police and activists; the latter are demanding, among other things, an end to heightened military spending and the U.S.'s armed presence around the globe at a time when the country struggles to recover from the mess of the Great Recession.

As of Sunday -- which was the official start of NATO's summit -- there had been 19 arrests. Charges ranged from disorderly conduct to assaulting a police officer, according to the Secret Service and the Chicago police's on-site command posts. Late Saturday, as crowds of protesters -- many consider themselves part of the larger national Occupy Wall Street movement -- swelled into the thousands, a number of protesters clashed with the cops. In one incident, an officer was reported to have hit an activist with a police baton as protesters surged toward police who had detained a woman on suspicion of trying to steal a police bicycle. At least one protester was briefly hospitalized after falling down along the protest route. Meanwhile, authorities are investigating the hacking of the city of Chicago's website, which was "attacked" and shut down for a period. Observers and some lawyers representing demonstrators say police overreacted to minor incidents and used their sheer numbers to intimidate rather than protect.

But mostly, it has been quiet -- and an expected boon for the Windy City, according to Chicago Mayor Rahm Emanuel, who told reporters the city stands to gain in international reputation and bring in loads of cash in the wake of the arrival of 60 heads of state and about 2,500 media reps. He wants to show that this is no longer the Chicago of 1968, when cops repeatedly beat protesters at an out-of-control Democratic National Convention.

"I think [the Chicago police department] has done a great job," said a Secret Service agent monitoring the streets Sunday morning. "For this summit, it's not something where we're taken [by surprise]."

Still, he said, "I expect we'll see more activity as the week gets started."

Two Florida men and an alleged plotter from New Hampshire -- initially identified as members of the "Black Bloc" anarchists but later tabbed by lawyers and others as Occupy protesters doing nothing more sinister than making beer -- were arrested in the neighborhood of Bridgeport for, according to authorities, amassing explosive devices. Among the alleged targets: President Obama's campaign headquarters, police stations and even Emanuel's North Side home.

With the arrests, the three men became the first people to be charged under Illinois' antiterrorism laws that took effect after the Sept. 11 attacks.

Still, as dignitaries representing the world's greatest military alliance met in fortified seclusion, much of this spectacle seemed a sideshow in a city that still faces very local and real crises.

Away from the summit action, which was concentrated in the Loop business district, a different and far more familiar chaos was playing out on Chicago's streets: around 10 p.m. Saturday, just as scuffles were happening in the Loop, a 12-year-old boy, Nazia Banks, was gunned down after being called inside from playing with friends on the South Side.

Twenty-four hours earlier and a just a few miles from where Nazia was shot in the head by two men who popped from a gangway by the boy's home, the short life of Alejandro Jaime was wiped out by a bullet to the back while the 14-year-old was riding bikes with a young friend.

Nazia and Alejandro were the latest minors to be slain in Chicago, where, according to police figures, overall murders were up nearly 60% during the first three months of this year. The increase has been attributed by some to a general uptick in violence; others, including Tracy Siska of the Chicago Justice Project, have said the city's mild winter played into the equation, as more shootings typically take place during the warmer months, when greater numbers are on the streets.

"For any changes in violence levels in Chicago," Siska said, "leaders will have to reallocate resources put toward events like the NATO meetings into real community economic development and jobs."

"We live in the wealthiest country in the world but have decidedly third-rate social services," says protest leader Andy Thayer. "Why do our youth run with gangs, why the dealing on the streets and why is minority youth crime so off the charts? That point got worse during the Great Recession, and yet programs like former mayor Daley's summer programs are a shadow of what they were."

Chicago, Obama's home base and the first U.S. city outside of the capital to host NATO, is also one of the most surveilled cities in the nation, with so-called blue-light cameras, speeding cameras and private cameras recording much of Chicagoans' daily lives. Officers have been training around the clock since at least the large May Day protests this year. Officials hoped to avoid scenes like those out of Seattle at the WTO meetings in 1999.

Chicago was the U.S. finalist for the 2016 Olympic Summer Games -- and though it pulled out of hosting the G-8 this year on worries about congestion and safety, the May Day protests that numbered in the tens of thousands and the earlier Occupy demonstrations have largely been peaceful.

The advent of the summit also marks the first full year for the city under new leadership, after a generation under the old. Much has changed, at least on the surface. But peel it back, and this is still a highly segregated city that can't seem to figure itself out: world class in business, with about a dozen Fortune 500 companies calling it home, but with third-world poverty in some neighborhoods; nation leading on some fronts like environmentally friendly construction while bottoming out in key education measures.

The city's jails are heavily skewed against blacks and Hispanics; the economic recovery so far has not lifted many minority groups and the city's budget is some $700 million in the hole. So too are the Chicago's public schools.

"At every point in the food chain," says Thayer, "people have been bumped down. It has everything to do with income disparity and lack of support for a floor that is crumbling and beneath which many are falling."

An effective identity theft risk management program must consider all risks associated with identity theft and related fraud including the unauthorized download of customer information, operations fraud resulting from stolen personal information from internal and external sources, and, excessive and inappropriate access to view customer information inside and outside of the information systems. In general, identity theft risk management efforts are usually concentrated around four general areas which are protection of personal information, compliance, fraud prevention and lawsuits.

As we increasingly share information with third parties due to outsourcing and other reasons, and digitally store business information including customer personal information, incidents of system intrusions by employees or outsiders become inevitable as we have witnessed in recent news. The excessive collection, retention and sharing of personal information as well as their storage in computer systems which are often connected to the public networks make computer incidents much more devastating for companies and their millions of customers. System intrusions have a much higher impact that non-technical theft of personal information such as hard copy reports containing personal information because digital information can be stolen, stored, carried around and shared in much higher quantities and speed. Many business databases have millions of customer information such as email addresses, names, credit card numbers, date of birth, and unique identifiers such as a social security number used in the United States which can easily be used to commit fraud.

External intrusions as well as unauthorized activities by internal employees to view and download confidential business information pose some of the greatest identity theft risks management challenges for companies. In fact, damage inflicted by insiders is huge and very common and although some employees may have authorized access to business information for legitimate business reasons, their access to systems and information is often not monitored to detect unauthorized activities. This lack of control is often due to the perception that since their access is authorized, inappropriate activities will not occur. This assumption can not be further from the truth as it is only an assumption. Companies must implement internal controls specifically designed for restricting and monitoring insider activities in the areas of information download, storage on external devices, and activities during unusual times of the day.

Identity theft risk management specialists are not only concerned with the protection of their customers? personal information from external and internal sources for fraud prevention and compliance purposes, but they are also concerned with personal information stolen from other companies which can be used to defraud their own companies. Companies often face Identity theft and fraud risks regardless of where the information was obtained from. High quality information stolen from any source which can be used to easily commit fraud has a wider identity theft ripple effect affecting many other companies. Affected companies may have the best information protection practices; however, if their identity theft risk management efforts do not address their operations, they are likely to experience fraud due to another company?s negligence.

In fact the Red Flags Rule was created to address fraud prevention at the transaction point regardless of where identity fraud components were stolen from. This law is a huge step in the right direction for the identity theft risk management field. For many years, the focus had been around protecting customer information although with less oversight around insider activities. However, we now recognize that information stolen from other sources can affect other companies and their customers which is why the Red Flag identity theft prevention law was created; to force and guide high risk companies toward an effective identity theft risk management and prevention strategy which identifies, detects and mitigates identity theft red flags.

A new study suggests that dumping old or unneeded medications in the trash can may be the best way to reduce the environmental impact of the 200 million pounds of pharmaceuticals that go unused in the U.S. each year. The report, which weighs the emissions from flushing, incinerating or trashing drugs, appears in ACS' journal Environmental Science & Technology.

Stephen J. Skerlos and colleagues explain that to avoid the risks of abuse and accidental poisoning, as well as other problems that unused, unwanted or expired pharmaceuticals pose, they shouldn't be kept in homes. If thrown away or flushed down a toilet, however, antibiotics, hormones and other drugs can get into lakes, rivers and other water supplies, where they can affect humans and animals. Some places in the U.S. have recently started take-back programs, in which pharmacies collect unneeded drugs and incinerate them with other medical waste, but this burning and transportation produces greenhouse gases and other pollution. The authors wanted to assess the different disposal methods to see which might make the most sense for U.S. households.

Their evaluation shows that, on balance, trash disposal may be the best option in the U.S. Flushing unwanted drugs puts more drug compounds into the environment. Incineration of drugs taken back to a pharmacy could significantly reduce releases to the environment, but the authors note that take-back programs often have limited participation and could have major financial costs. A national program could cost $2 billion each year. A national participation rate of 50 percent in a take-back program, considered to be a high level of participation, would reduce releases of drugs by 93 percent, which is only five percent more than 100 percent participation in trash disposal. "Furthermore, since 60 percent of individuals in the U.S. already trash their unused pharmaceuticals, trash disposal is likely to accomplish faster removal of unused pharmaceuticals from households due to higher participation rates and greater convenience," the authors say.
